are there any agreements between states on college tuition, preferably nevada and arizona

are there any agreements between states on college tuition, preferably nevada and arizona?
I was told by someone that there is an agreement between Nevada and Arizona that lowers the cost of tuition for the first year, and then the student is allowed to pay in-state tuition for the remaining 3 years of college
