The application for federal financial aid is the Free Application for Federal Student Aid, or FAFSA. You do not need to have been accepted to college in order to complete the FAFSA, however, the FAFSA is only used to collect information that will allow the Department of Education to evaluate your financial need. The actual step of awarding you money is done by the financial aid office of a specific school, and you must be admitted, registered and enrolled before you can receive any form of financial aid funds. As for the FAFSA, the FAFSA is completed once a year, and applies for the entire academic year. If you complete the FAFSA now, you have applied for aid for the spring and summer semesters of this year. If you intend to begin school in the Fall of 2009, you must wait until the new FAFSA becomes available in January. Keep in mind that you will need to have completed your tax return in order to complete the FAFSA accurately, so if you'll be applying for the 2009-2010 year, you should get your taxes done as soon as possible at the beginning of the year.
